The guys who didn’t compliment you only refrained because their experience has taught them that complimenting women will instantly make the women think that they are dangerous stalkers. Ergo, they stay away from it if they want you to keep wanting to talk to them.
Alright, so you want men to lay on the compliments left and right. While that sounds like it makes sense, it’s impossible to do that without placing women on The Pedestal, which is the most unattractive thing men can do, apparently.
